Economic impact report: デジタル トランスフォーメーションの経済効果と Google の取り組み

AlphaBeta は、日本がテクノロジーを最大限に活用することで生まれる経済価値の規模を測り、この機会を捉えるために必要な施策を提案するレポートを本日公開しました。

日本は長年にわたり、革新的な国であると世界から認識されてきました。しかし今日、その認識が変わってきています。80 項目のイノベーション指標で各国を評価する「グローバル イノベーション インデックス」によると、日本は 2019 年の 13 位から 2020 年には 16 位へと、1 年で 3 つ順位を下げました1。これは、日本にとっての機会損失を意味します。過去 20 年間、労働生産性の伸びは毎年 2 %以下にとどまっており、国際通貨基金(IMF)は、2019 年から 2059 年の間に日本の実質 GDP が 25 %以上減少する可能性があると予測しています2 3。デジタル技術を活用することで、企業は生産性を向上させながら、従来のビジネスモデルを変革して、提供するサービスの価値を高めることができます。経済の生産性を向上させ、日本の成長エンジンを再び躍動させるためには、デジタル トランスフォーメーションが極めて重要なのです。

デジタル技術を活用することの重要性は、新型コロナウイルス感染症の拡大とともに、さらに顕著になっています。例えば、デジタルを用いて顧客に訴求したり、生産供給の混乱の中で物流の障壁を最小限に抑えるテクノロジーを導入したりすることで、企業が新型コロナウイルス感染症によって受けた深刻な経済的影響の対処するのに役立ちます。長期的な観点では、デジタル技術は労働生産性の伸びを回復させる上で重要な役割を果たします。デジタル技術によって反復的で単調な作業を自動化することで、生産性が向上し、労働者はより価値の高い仕事に集中できるようになります。

このように、デジタル トランスフォーメーションは、日本が抱える生産性の課題への対処と、ポスト コロナ時代に回復力を高めるための鍵になると考えられます。また、政策立案者にとっては、テクノロジーの活用が日本にもたらす経済価値とそれを実現するために必要なステップを理解することが不可欠です。テクノロジー部門の経済効果に関しては包括的研究が行われていますが、従来の部門でテクノロジーを応用することによる経済的利益についての研究は多くはありません。農業や医療・福祉、消費、小売、接客といった従来の部門にデジタル技術が与える影響を考慮しなければ、変革を起こす効果を見逃しかねません。

このような考えのもと、AlphaBeta は日本の特に非テクノロジー部門におけるデジタル技術の経済的重要性の調査を Google より委託され実施しました。この調査ではデジタル技術が最大限活用された場合、 2030 年までに毎年 67 兆  7000 億円(6280 億米ドル)に相当する経済価値を生み出すことができることが明らかになりました。

本調査の要点は以下の通りです:

  • 日本でデジタル トランスフォーメーションを加速すると、大きな経済効果が期待できます。 あらゆる部門でデジタル技術が最大限活用された場合、2030 年までに 67 兆 7000 億円(6280 億米ドル)の経済価値を生み出す可能性があります。これは 2020 年の日本の国内総生産(GDP)の約 13 %に相当する額です。このデジタルがもたらす経済価値のうち、69 %は、企業や労働者が新型コロナウイルス感染症の経済的影響を軽減するための技術によるものです。たとえば、IoT デバイスからのセンサー データに基づいた稼働分析(商品の位置の遠隔報告など)を流通ネットワークに組み込むことによって、企業は輸送を最適化し、流通やサプライチェーンの運用コストを最大 5 %削減できます。
  • 日本がデジタルに関する機会を十分に捉えるためには、次の 3 つの分野の行動が必要です。(i)イノベーションを重視した環境づくりを継続して推進すること (ii)デジタルスキルを習得するための研修をさらに充実させること(iii)デジタル輸出の機会を確保すること。日本では、デジタル トランスフォーメーションを加速するためのさまざまな政策がすでに進められていますが、新しい技術を商業化するための産学連携の推進(韓国の「Innovative Startup Package(イノベーティブ スタートアップ パッケージ)」など)や、企業がデジタル貿易の機会を活用できるように支援することを目的とした「デジタル経済連携協定」(Digital Economy Partnership Agreement、DEPA)などの国際協定に参加することなど、さらなる行動を検討する余地があります。
  • Google は、自社のプログラムとプロダクトの両方を通じて、日本のデジタル トランスフォーメーションの推進に大きく貢献し、企業、生活者、さらには社会全体に広く利益をもたらしています。また Google は、TensorFlow などのオープンソース機械学習プラットフォームを公開することで、日本企業が人工知能(AI)や機械学習のような最新技術を利用できるようにしています。Grow with Google プログラムは、2022 年までに 1000 万人に無料のデジタルスキル トレーニングを実施することを目標としています。すでに 750  万人以上にトレーニングを実施し(2021 年 6 月現在)、現在パートナーは 140 団体を超えています。Google はまた、日本の企業がデジタル輸出の機会を捉えるための支援として、事業主が海外市場へ積極的に進出できるように、事業主向けのデジタル マーケティングのトレーニングを提供しています。さらに、Google は日本における雇用創出を促進しています。Google 広告や AdSense の利用により、消費・小売・接客業、インフラなどを含む経済において 10 万 9000 人以上の雇用が支えられていると推定されます。Google のプロダクトを活用して企業が顧客基盤の拡大や収益増加を実現し、雇用需要を増大させることで、これらの雇用が確保されると推定します。

Economic impact report: The value of digital transformation to Japan and Google’s contributions

AlphaBeta released a report which sizes the potential economic value of technology applications for Japan, and identifies key actions needed to capture this opportunity.

Japan is known for its long-standing status as a global innovator. However, the country is at risk of losing its innovative edge today. According to the Global Innovation Index, which evaluates nations across 80 innovation indicators, Japan fell by three spots within a year from 13th in 2019 to 16th in 2020.[1] This points to missed opportunities for businesses in the country. By harnessing digital technologies, businesses could transform traditional business models to enhance the value of their offerings while improving productivity. In addition, the country’s annual labor productivity growth has remained below two percent over the last two decades and the International Monetary Fund (IMF) projected that the country’s real gross domestic product (GDP) could decline by over 25 percent between 2019 and 2059.[2,3] Digital transformation is therefore essential to uplift economic productivity and recharge Japan’s growth engine.

The importance of harnessing digital technologies has become more pronounced during the COVID-19 pandemic. By allowing businesses to engage customers digitally, and minimizing logistical bottlenecks amidst supply chain disruptions, technologies can help businesses manage the severe economic impacts of COVID-19. In the long term, digital technologies play an instrumental role in reversing slowing labor productivity growth rates. Digital technologies can serve to augment efficiency in the workplace by equipping workers with the tools to automate repetitive and menial tasks, allowing them to focus their time on higher-order work.

Digital transformation is, therefore, key to addressing Japan’s productivity challenge as well as expedite economic recovery in the post-pandemic era. This also makes it essential for policymakers to understand the potential economic value of technology applications for Japan – and the necessary steps to realize it. While there has been extensive literature on the economic impact of the technology sector, there is limited research on the economic benefits of technologies applied in traditional sectors. Neglecting the impact of digital technology on traditional sectors such as agriculture, health, consumer, retail and hospitality risks overlooking its transformative effects beyond the technology sector. Digital technologies applied in traditional industries have the potential to revolutionize the way businesses are conducted.

To address this knowledge gap, AlphaBeta has conducted a study (commissioned by Google) to examine the economic significance of digital technologies in Japan, especially in non-technology sectors. This study finds that if leveraged fully, digital transformation can unlock JPY67.7 trillion (USD628 billion) worth of annual economic value in Japan by 2030.

Key messages from the research include:

  • There is a significant economic prize attached to accelerating Japan’s digital transformation. If fully leveraged by 2030, digital technologies could create up to JPY67.7 trillion (USD628 billion) in economic value. This is equivalent to about 13 percent of the country’s GDP in 2020. Of this total digital opportunity, a substantial 69 percent could be driven by technologies that help businesses and workers mitigate the economic impacts of COVID-19. For example, Internet of Things (IoT) devices embedded in distribution networks can report the positions of goods and services remotely, allowing businesses to optimize transportation and reduce distribution and supply chain operating costs by up to five percent.
  • There are three areas of action required for Japan to fully capture its digital opportunity: (i) promote an innovation-oriented environment; (ii) further enhance digital skills training and education, and (iii) secure digital export opportunities. While a range of policies is already being pursued to accelerate digital transformation, there is scope for Japan to consider further actions such as promoting industry-academia collaborations to commercialize new technologies (e.g., South Korea’s “Innovative Startup Package”) and participating in international trade agreements such as the “Digital Economy Partnership Agreement” which is aimed at helping businesses take advantage of opportunities from digital trade.
  • Through both its programs and products, Google has made significant contributions to advancing Japan’s digital transformation and supports benefits to businesses, consumers and the broader society. Google releases open-sourced innovations, such as TensorFlow, to provide local businesses access to emerging technologies such as artificial intelligence (AI) and machine learning. The Grow with Google program aims to equip ten million individuals with digital skills by 2022, of which 7.5 million have already been trained (as of June, 2021) and now has over 140 partners. Google also plays a part in helping businesses in Japan capture digital export opportunities by providing business owners digital marketing training to allow them to broaden their outreach to overseas markets. In addition, Google facilitates job creation in Japan. It is estimated that over 109,000 jobs are supported in the economy, including traditional sectors such as consumer, retail and hospitality, and infrastructure, through the use of Google Ads and AdSense. These jobs are created through the use of Google products that enable businesses to expand their customer base and increase revenue, thereby leading to increased hiring demand.
